Constitution of India provides for three independent organs Legislature, Executive & Judiciary with center, state and district level administration and in state undertakings or boards there are Planning, Construction, Maintenance and Administrative departments with multilevel cadre.

 

But research in to constitution of political parties revealed generally an individual executes all the functions of the party- none has expertise in any subject except organizing agitations.

 

When such people are elected Chief Ministers they ignore all standard procedures and norms resulting in disasters, corruption, shortages of essential products & services, failed infrastructure and polluted environment.

 

REMEDY

 

1. Democratic Party of India Constitution is designed to have representation in each village. Every village has a member elected to District General Council. Administrative structure of the Democratic Party demands only the most capable get promotion in Democratic Party.

 

2. DP Constitution provides for three party organs at district level and that are directly accessible to all citizens through representatives. General Council has legislative function; Managing Board consists of professionals from diverse fields and Executive Committee that executes party policies and programs.

 

3. There are minimum restrictions for capable person in a village gain prominent position at district level in no time. From district level upwards performance and hard work get notice of the apex national level leaders and rise of deserving is fast and assured.

 

4. DP rules will restrict one term or maximum of five years at any of three levels district, state or national. No one shall accept lower post than already served. Central governments DP Cabinet Minister shall enjoy only a five year term after that either he should get elected to superior position or go for DP Managing Board or Executive Committee position.

1. Name – Democratic Party, Democratic Party of India, Democratic Parties of States (by state name) and Democratic Party of Districts (by district name)

 

2. Object – The objective of Democratic Party in India is to Promote Economic Social Cultural Progress of India through transparent governance, genuine participation of all people in political process, establish rule of law for communal harmony & peace, ensure social justice as enshrined in the constitution -socialism, secularism and democracy for all as a right, empower qualified and capable people at all levels to lead India and the world in business, industry and political fields through most advanced democratic practices with a view to provide employment to all capable people and effectively harness their energies and skills.

 

3. Allegiance to Constitution of India - Democratic Party (of India) shall bears true faith and allegiance to the Constitution of India as by law established and to the principles of socialism, secularism and democracy and would uphold the sovereignty, unity and integrity of India.

 

4. Flag - The flag of Democratic Party of India shall consist of two sections – a section next to pole shall have three horizontal colours: saffron, white and green with the picture of 24 spokes wheel in blue color and second section shall be white in color with pictures of a scale, a book and a tractor symbolizing Justice, Knowledge and Industry & Progressive Agriculture.

 

5. Constituents of Democratic Party of India

 

At each level National, States and District there shall be three sets of political committees, a General Council, a Managing Council and an Executive Committee to ensure adequate representation to all sections of people and professionals.

 

Level 1 – National

 

  1. Democratic Party National Supreme Council.
  2. Democratic Party National Managing Board
  3. Democratic Party National Executive Committee

 

Level 2 – States & UT

 

  1. Democratic Party States Supreme Council
  2. Democratic Party State Managing Boards
  3. Democratic Party State Executive Committee

 

Level 3 – Districts & Lower

 

  1. Democratic Party Districts Supreme Council
  2. Democratic Party Districts Managing Boards
  3. Democratic Party Districts Executive Committee
  4. Democratic Party City, Bloc & Village Executive Committees

 

6. Primary Member – Any person on voters list of Election Commission of India is deemed a Democratic Party Primary Member and voters Identity Card entitles him to free membership of the Democratic Party of India.

 

a.) Only voters who have criminal records will be discouraged from taking primary membership or participating in democratic process of Democratic Party.

 

b.) All primary members shall wear Democratic Party Flag of prescribed size at all offices and party events and programs.

 

c.) After January01, 2015 all primary members shall be asked accept Democratic Party of India membership by simply submitting photo copy of Voter I. Card by signing on it one line declaration "I am a member of Democratic Party of India since …….. / from today" dt. And sd/-

 

7. Democratic Party of India Active Members –

 

The following categories of persons who are primary members are eligible to be

Active Members:

 

(i)                 Any primary member or person holding voter I. Card and minimum 21 years old who is serving or has served in any lawful organization with clean record and is eligible to join a political party or simply has displayed leadership qualities could apply for Democratic Party Active Member to local party office.

 

(ii)               Any one qualifying as Democratic Party Active Member shall remain so for life time unless he resigns from the party or expelled from the party.

 

(iii)             Any person nominated by any District Executive Committee or District Managing Board or above rank.

 

(iv)              All applicants or nominated active members shall take "Oath of Allegiance" to Constitution of India.

 

(v)                Names of all active party members shall be included in the members list of appropriate constituency at district, state and national level.

 

Elections & Appointing of Constituents of Democratic Party

 

8. Democratic Party District General Council – Each village shall elect by secret vote or nominate one person or one village representative for every hundred primary members as DPDGC Member. Thus to begin with every village will get a representation at the district level. This representation shall be increased in due course. City and towns will have proportionate representation of DPDGC Member one for every 100 primary members.

 

Special General Body Meeting of DPDGC shall convene at least once in five years but six months before State Assembly Elections to debate for minimum of two days on important development and social issues followed by nominations and elections next day. Five observers for DPDGC Special General Body Meet shall be nominated by DP National Executive Committee in consultation with DP National Managing Board.

 

DPDGC is policy making constituent of Democratic Party at each district level and shall have a Chairman, five members and a secretary and a treasurer as office bearers. The Chairman and five members shall be directly elected by secret vote at Special General Body Meet and their seniority shall be determined by number of votes poled by them they shall then appoint secretary and treasurer from list of losers. Term of DPDGC shall be five years but ends six months before scheduled elections to State Assemblies so as to initiate democratic process for framing economic and political strategies well in time.

 

DPDGC shall convene periodical sessions to debate current issues and confirm the appointments to DPDMB and DPDEC.

 

9. Democratic Party District Managing Board – This shall consist of 5-25 members with clean tack record selected or nominated by DPDGC on the basis of diverse skills and experience required by the DP to over see implementation of state and central projects as per specifications without corruption. They shall appoint a Chairman among themselves on the basis experience & skills through consensus or voting. This shall also examine development proposals of the subordinate organization and also complaints of all types.

 

10. Democratic Party District Executive Committee – This shall consist of 5-25 members with clean tack record selected or nominated by DPDGC on the basis of political and administrative skills required by the DP to execute DP policies and programs approved by DPDGC or DPDMB and look after general administration of the subordinate DP like organizing elections to village, bloc, town and city Committees, deal with court cases and state officers and maintain members list and important records. 

 

11. Debating & Election – Democratic Party shall organize debates on key development and political issues that shall give equal time to all DPDSC members for or against a project or program. Finally the top three for and against speakers shall be selected for Final Debating session at DPDGC sessions. Twenty speakers, 10 each for and against shall be selected from among the best written applications submitted by primary members who couldn't elect through village, town and city Executive Committees.

 

Democratic Party shall provide equal opportunity to all sections of society and politically empower them than reservations that have failed over six decades.

 

12. Democratic Party State General Council – All DPDSC, DPDMB & DPDEC elected representatives shall be members of DPSGC. 

 

Special General Body Meeting of DPSGC shall convene at least once in five years but six months before State Assembly Elections to debate for minimum of two days on important development and social issues followed by nominations and elections next day. Five observers for DPSGC Special General Body Meet shall be nominated by DP National Executive Committee in consultation with DP National Managing Board.

 

DPSGC is policy making constituent of Democratic Party for every state or UT and shall have a Chairman, five members and a secretary and a treasurer as office bearers. The Chairman and five members shall be directly elected by secret vote at Special General Body Meet and their seniority shall be determined by number of votes poled by them, they shall then appoint secretary and treasurer from among leading list of losers. Term of DPSGC shall be five years but ends six months before scheduled elections to State Assemblies so as to initiate democratic process for framing economic and political strategies.

 

DPSGC shall convene periodical sessions to debate current issues and confirm the appointments to DPSMB and DPSEC.

 

13. Democratic Party State Managing Board – This shall consist of 5-25 members with clean tack record selected or nominated by DPSGC on the basis of diverse skills and experience required by the DP to over see implementation of state and central projects as per specifications without corruption. They shall appoint a Chairman among themselves on the basis of experience & skills through consensus or voting. This shall also examine development proposals of the subordinate organization and also complaints of all types.

 

14. Democratic Party State Executive Committee – This shall consist of 5-25 members with clean tack record selected or nominated by DPSGC on the basis of political and administrative skills required by the DP. They shall appoint a Chairman among themselves on the basis of experience & skills through consensus or voting. This shall execute DP policies and programs approved by DPSGC or DPSMB and look after general administration of the subordinate DP, organizing elections to States Legislature and DP district organizations, deal with court cases and state officers and maintain organization list and important records.

15. Debating & Election – Democratic Party shall organize debates on key political and development issues that shall give equal time to all DPSGC members. Finally the top five speakers shall be selected for Final Debating session at DPSGC finals. Best written papers submitted by one member of DPDEC or DPDMB from each district shall also considered for debates.

 

Democratic Party shall provide equal opportunity to all sections of society and politically empower them than reservations that have failed over six decades.

 

16. Democratic Party National Supreme Council – All DPSGC, DPSMB & DPSEC elected representatives shall be members of DPNGC. 

 

Special General Body Meeting of DPNSC shall convene at least once in five years but six months before Lok Sabha Elections to debate for minimum of two days on important development and social issues followed by nominations and elections next day. Five observers for DPNSC Special General Body Meet shall be short listed from founding members of the Democratic Party and past elected presidents and members.

 

DPNSC is policy making constituent of Democratic Party at national level and shall have a Democratic Party President, two Vice Presidents and three General Secretary, two Secretaries and a Treasurer as office bearers. The President, two Vice Presidents and three General Secretaries shall be directly elected by secret vote at Special General Body Meet they shall then appoint Secretaries and treasurer from among senior contenders. Term of DPNSC shall be five years but ends six months before scheduled elections to Lok Sabha so as to initiate democratic process for framing economic and political strategies.

 

DPNSC shall convene periodical sessions to debate current issues and confirm the appointments to DPNMB and DPNEC.
