Orissa with 3.6 per cent of the country`s population, receives an estimated 0.73% of central funds i.e Rs. 4.07 per person whereas New Delhi is getting Rs.183.08 per person and West Bengal, Rs.41.20.
AS PER a National Sample Survey Organisation (NSSO) study, Orissa is abysmally low – in fact, the lowest in the country -- on the higher education front. In the 15-19 age group, 29 per cent of students in the state are attending schools/colleges and in the 20-24 age group, the figure is 6.1 per cent. This is due to the poor socio-economic status of the people, lack of proper infrastructure in education and development activities in the state.
There are five general universities, not fully residential, in Orissa offering Intermediate, Graduate and Post- Graduate courses, namely Vani Vihar University, Bhubaneswar, Bhanja Vihar University, Berhampur, Jyoti Vihar University, Sambalpur, North Orissa University, Baripada and Fakir Mohan University, Balasore. They have around 600 affiliated government, non-government and professional colleges. None of the above is among the top 25 universities in the country.
Orissa is among the top three states that send the highest number of students to other states to pursue higher studies, mainly a degree in medicine and engineering. There is no institute of national repute such as IIM, IIT, IISC or ISI (Indian Statistical Institute) etc.
The new IIT, Bhubaneswar started its academic session last year (2008-2009). Around 120 students have already been admitted in three disciplines, namely civil, electrical and mechanical engineering in July last year. As the campus and building have not yet been built, the students are studying along with students of IIT Kharagpur. The new NISER, Bhubaneswar is coming up near Jatni. I am closely following the progress of the proposed Vedanta University in Puri. The university project will be a non-profit initiative of Anil Agarwal Foundation. The world`s largest university project with contemporary and forward looking curriculum as well as state-of-the-art support systems, it envisages ushering in a knowledge revolution, integrating the characteristic features of Nalanda University of ancient India with Stanford of today. Mr. Anil Agarwal, Chairman Vedanta Resources Plc.
has pledged a philanthropic contribution of one billion dollars towards the establishment of the University.
The university will have 1lack students in 95 academic disciplines. Professional courses like engineering, management, media, creative arts and design, law etc. will be organised to change the way Indian education in these disciplines is imparted, to provide the necessary talent for society, to provide the vast professional knowledge needed, and most important, to provide employment.
Further, it will have industry-linked research parks for self-sustenance, entrepreneurship development and knowledge-based economy for the first time in India. The campus will house around 4-5 lack population which will generate a number of economic activities.
Higher education experts point to a link between a dearth of employable technical human resources and an absence of quality institutions in the country. The need of the state, which is witnessing investment at an unprecedented level, is for such institutions.
The state government should take the moral responsibility of making the proposed Vedanta University a reality.
