I can believe it because most of the schemes to help the poor and needy in particular tribal people living in the far flung areas hardly reach them due to mismanagement and corruption of officials and welfare workers. Poor, illiterate and underprivilaged are most neglected by all including govt. departments.They have neither information nor voice to speak up for themselves for any help and assistance. Even when they die of hunger, they have no voice to complain and even if they speak out there is no one to listen to them. Most of the schemes are most probably on the papers only. Dhuni
