Since I represent a language, Maithili, spoken in Bihar, Jharkhand and is 13th language of the union with 1.27 crore despite gross under enumeration (it is spoken in Nepal terai also where we are around 20 per cent, President and VP of Nepal have mother tongue,Maithili) let me say that: THE Census of India should enumerate languages under VIII Scedule and oters The Languages should be differentiated from dialects and which are the langauges should be identified by Sahitya Akademy If there are suitable number of speakers in a suitable locality (say some 2-3 crores) they should be given a state where other languages too can be taught. Language should be felt as bonding factor not dividing one. Language should not be a matter of Politics. I will be glad to read the book, however on the comments given in the mail I may say that: Language has been basis of state since 1912(Bihar and Orissa separate from Bengal prsidency and in 1936 Orissa out of Bihar Orissa was officially foirst linguistic state; in 1927 Mahatma gandhi sad for Linguistic states.
1956 reorganisation of States owas primarily n the basis of language. The Union of Indias decision not to make Hindi the sole official language of India in 1965 was unfortunate People of South forgot that Hindi was mother tongue of none..they spoke Awadhi, bhojpuri, Braj etc. True, still there are some language controversies remaining to be resolved. The creation of Uttarakhand, Chhattisgarh and Jharkhand in 2000 on the basis of regional underdevelopment was ok but linguistic aspiration still we as Maithils have which is as well underdeveloped , flood devastated area in Bihar, almost half of Bihar we demand as Mithila state.
If there can be more than one Hindi state why not for other languaghes too like Telengana and Vidarbha, etc. The grant of classical language status to Tamil in 2004, followed by Sanskrit (2005) and Kannada and Telugu (2008) is ok but Malayam and Maithili also deserve thatmaybe for funds for academic research and studies which cannot be wrong. Still hardly 2-3 per cent speak English and that too from elite class. Why not Tamil or any language of any state be the official language of that High Court only a slave mentality of Maucaley can think opposed to that. .The Supreme Court is not superior to the nationality and nationalism- Parliament should have enacted in right way.
Austin rightly calls the Constituent Assemblys decision that Hindi should be the official language but that Hindi shoud have words from Sanskrit so that all Indians can follow(as suggested by KM Pannikkar in constituent assembly) 15 years (for replacing English with Hindi as the sole official language) a maximum for the replacement of English, if one can take example of Islrel which conduicts its work in hebtrew or after separation from USSR Ukrane etc. conduct in their own languages, True, ''the reason for the continuation of English as the principal language of the state is that India has produced very little feeling of linguistic nationalism," but English can never give national spirit. Sanskrit's claim is based on reasoning: it is mother of almost all Indian languages and leaving dwivachan and only 3 tenses it can be learnt by any one in 5 days is my view. Sanskrit is sanskriti of this nation.
Strill some linguistic states need created like Mithila. Paul R. Brass has written in detail about mithila movement which lacked political teeth and now people are doing that. True, but "the lower tier of poorly educated or illiterate monolinguals or bilinguals in regional and mother tongues, " constitute true Bharat..English speakers are minority Indians.. Lalu Prasad and Mulayam Singh Yadav's protest to English is right as poor are drifted away from education by English. "emerging backward class elite" are also elites.
Mother tongue should be compulsory not the teaching of English which has nothing to do with use of computers - how French and Japanese use computers?? " the language divide is not country divide, True," English can never serve as a vehicle for mass education in India." Kashmiri has never been a theme of unrest and anti-Indian movement in Kashmir but islam is there plank which is sad after one partition of India
